The fact is that many sites with a low Page Rank often surpass higher ranked pages on the results page. If Google gave out this information that easily, anyone could also easily game it. The fact is that Google isn't stupid, so there is more to your position than your Page Rank.
If you're not using H1 tags, you aren't optimizing your site. H1 tags truly have nothing to do with your ranking on a search results page. The fact is that a page which is easy to read will be popular, and using heading tags can help you achieve well formatted content,
but it is still the content which matters, not the tags you use. Use headings to clean up the look of your content, but don't rely on them to boost your position.
If you create two websites for two countries, Google will see it as duplicate content. The fact is that Google knows that your .ca site should show up for Canadians and your .co.uk site should show up for people in Britain. They won't punish you for having multiple sites as long as not all of the content is identical. If you have a .com and want to let Google know which country it is geared towards, do so in Google Webmaster Tools.
