It depends on where you apply.
Banner ad networks such as TribalFusion or BurstMedia typically requires 5,000 minimum pageviews a month. They offer banners, skyscrapers, popunders, popups, etc. both CPM (by impression) or CPC (by clicks)
Google Adsense, on the other hand, does not require any minimum number of traffic, as long as your site complies with their Program Policies
